and how do you play new Leblanc because I'm clearly fucking stupid.

Her mechanics take a long time to get down without messing up the combo and getting you killed, or accidentally blinking back when you meant to use another ability.
She takes a lot of practice to do her combos fast enough to not get instakilled later in the game. No trick to it, it takes time and dedication.
If your goal is getting elo as fast as possible, I'd recommend playing another champion instead.
Use W to go in. Land your 2 instances of E If you miss it or the 2nd part doesn't connect, use your Q and RQ, or RE if you're sure you can land it. Space out your abilities because your passive has a cooldown.
EDIT: In case of dangerous melee opponents (like juggernauts) save your W for kiting and use ult chains only.
Most of Leblanc's dmg now comes from her passive. Here are some combos to proc your passve easily:
E: just hit the chain and when you snare them, you already proc the mark. You can follow up with W if the enemy escapes.
W -> wait -> Q: Useful in lane, land W on both minions and your target, W again to go back, and when mark is ready, Q on minions so it bounces to your target.
Q -> wait -> W: just another way to do the last one, just harder to do since the enemy will expect you to go in. It's risky but has upsides, since you end up in front of your target you can continue to hit them with abilities, like E or ignite.
W -> E: Same as first one but W is to get in range (or angle) to hit your enemy with E.
Basically, you have to be able to prepare your engage before killing your target. If you throw all your abilities at once, you'll miss out on the most important part of her kit (the passive).
The rest you should be able to figure out (like using her R effectively).
