Context for Quinn double nerf? (PBE)

Just was wondering if a Rioter could weigh in on the Quinn double nerf on PBE. I realize that she is above 50% win rate (52.6% top, 51.4% jungle) in plat+. However, nerfing the nearsight duration (2s >> 1.5s) AND her Q CD (11/10/9/8/7 >> 11/10.5/10/9.5/9) seems a tad heavy handed, considering her Q was finally just bugfixed regarding cancelling on-hit effects. Nine seconds on your main damage tool feels a bit... bad, to be honest (yes, I've tested it on PBE), considering its cooldown was always 11/10/9/8/7 since her 2013 release.

The nearsight duration nerf feels appropriate tbh, but I can't understand the CD nerf. I don't get the impression that Quinn is crowding out choices top lane, considering she struggles against CC-heavy tanks.

Ha ha ha.

Whever I see Quinn top I just wanna slash my wrists. She utter and complete bullshit to lane against, especially if you are playing a traditional toplaner (melee). This nerf won't change anything in her play pattern and she will still be an oppressive b*tch, she won't be spamming her blinding bullshit as quite as often, but it's hardly as if the Quinn spamming Q's ever was the issue.

You do understand that, as a melee, there is absolutely nothing you can do against a good Quinn, right ?

Bump. I'd also like to know. Random ass nerfs if you ask me. She just got bug fixed. Riot probably gave into the reddit circle jerk. At least she didn't get gutted like poor nidalee.
