Rage Quitters and DC's in Ranked

So here it goes. A simple fix. If we're going to mute people and be all sensitive about words, let's take it to the same level of penalties for rage quitters and people with shoddy internet. Let's say someone rage quits/dc's/whatever. If they are not eligible to vote for surrender (like when only 4 votes show up), and your team either surrenders or loses Nexus, then that person who left should be penalized heavily. The LP they would have lost? Double that amount. So let's say they lost 15 LP usually, now they lose 30 for that. I don't really care if Riot has a soft spot or why they're so reluctant to fix a part of the game that leads to toxicity but they need to step up. It's a simple solution. For the other 4 people, I don't care if we get a loss forgiven or not, sometimes you lose LP, sometimes you don't. If you want, you can cut the losing player's usual LP loss by half or give loss forgiven. I don't care about my own LP loss, but I think if you rage quit or disconnect due to your internet, you should be held responsible. You coddle a toxic and cry baby community too much. As for people who will complain about internet not being their fault? Too bad. Why do you get the benefit of the doubt when you ruin the game for not only 4 people, but for the 5 people on the other team who might get a free win, but might not be able to play to their full potential.

tl;dr: Punish ragequitters and internet dc's. Choosing to allow 1 person to take no responsibility for the game experience loss for 9 other should not be allowed. LeaverBuster is a joke, timers are a joke. Oh you rage quit? Well just wait till the game is over and oh look your time is up. They can go outside, they can play another game. It's not a real penalty unless you're handing out permanent bans (which I don't condone).

Anyways.. doubt Riot gives a sh*t. Gotta focus on the toxic chat that barely has the same effect on gameplay that leavers do.

EDIT: Would also like to add on, that it is extremely rare that I see someone rage quit or disconnect. I'm sure it happens a lot more in certain elo's. My last game someone rage quit, and I wouldn't have cared enough to post but apparently he has a history of rage quitting. Several games where he goes 0/1 and leaves.
