sorry but no. If 3 people of equal skill were each to pick one, Sej would be the worst of the 3. Not sure if you're watching LCS or anything right now but Gragas is the most contested jungler right now with Reksai being next. Most of the time those 2 are banned out and then Sej is picked.
atomicwit1 votesI'm not sure why you say false when the winrates suggest otherwise. Gragas is merely at 50% in Plat+. He has decent CC and tankiness but isn't the most reliable. Moreover, unlike Sej., his sustained damage and AoE is minimal.

early game presence of gragas and reksai is a lot more

Baby Ghoul1 votes is probably the poster child for the jungle meta. and are also a fairly strong picks. I hate going up against any of them. All 3 of them are frequently banned in draft picks though. I don't know if you'd be likely to play them in those modes, ranked or unranked. Maybe you should save your IP.
are probably great for climbing currently, and I see in my games and my friend's games who play in platinum/diamond. I think it's nice to see a champion played well across leagues. He's pretty cheap too.

The junglers I see more frequently in my unranked games against bronze/silver players are 
. I don't know what that tells you, but I don't see them as often in my friend's higher league games. I think they're strong though. You should pick based on more of what your team needs. However I normally cry when I see an 
jungle. It never goes well where I'm at...never. She should be getting some changes soon though. Anyways, you have a lot of nice viable choices, so it's up to you. I don't think one champion is suitable for all situations, but it's like that for most roles.

MLDzXnRRR1 votesNunu is the best jungler, but he can't solo carry. He can invade and counterjungle everyone except Nidalee, because she is broken and will kill him. Shaco has the best early ganks, Vi has the best lvl 6 gank.
