When does the 2016 Ranked Season Start?

I thought the season would have started by now but it hasn't. I know they are reworking the ranked solo queue and duo queue. Will these changes halt the new season until this is ready? Just want to know what they are planing to do and when it may possibly be ready to start playing. I asume this will be done in 1 month or so. If anyone has any news I would gladly like to know.
