Riot fix the dodge situation

I just dodged a RANKED match in which our adc took blitzcrank and I get a six minute ban for doing so. Could Riot do something like setup a vote in champ select or right after were if all four players have to unanimously vote yes to a player getting reported for trolling they get sent back to queue while that player is kicked. That player can get the six minute ban with possible consequences coming after further review from Riot. I think that if its a unanimous vote by all four SOLO QUEUE players it is fairly obviously that person is trolling and deserves it. Does anyone else disagree or have a better idea?
