why so many trolls teemo follows me for 50 minutes laughing force feeding

On friday i was b1 and over the weekend i dropped to b3 today i was at 0 lp and a teemo and annie ran into the enemy jungle before minions even spawned and gave the adc 2 kills without even doing anything, they did so multiple times and i asked them to please play safe because i will get demoted if i lose. then teemo went mid and both of them kept saying 420 blaze it and force feeding, then teemo started following me around spamming laugh for 50 minutes, how much of a loser do you have to be to do that. both of them just stand and watch our turrets and inhibs go down. people like this ruin the game and i am shocked at why riot doesnt do anything, i have been playing for 3 years and i am considering quitting because people like this ruin the game experience for everyone else.
