Early Dragons

So I was watching a video of someone (forgot who) soloing drag at lvl 1 with (this was a old vid) and i thought, When and who can get early drags? I think there was a time when could get drag lvl 2 with a blue, but what about now? Is it still ? What about other self-healing JG? like

EDIT: When I say solo drag, I mean REALISTICLY, I saw a lvl 1 drag with yi running heal. Please comment about things which people would actually do like a lvl 2 drag running some attack speed runes.
