Graves' passive should be reverted and here's why

Long time Graves main here, been playing the two iterations of the champion a lot.
Graves' current kit is fine, however the shotgun passive makes the champion aids to play and aids to deal with.
First of all, his rework was supposed to make him different from Lucian. Tweaks to his kit (especially his Q) was fine. Giving him a real shotgun was an interesting concept but he ended up being so bad at botlane he got played toplane first (and got nerfed into oblivion) and then in the jungle, where he completly dominated the meta for a while, but then got nerfed into oblivion again (among with lethality items) and now he's one of the least played champions in the game and one of the least effective junglers in the game. (He's in the top 5 worst junglers in the game, being 41th out of 46 champions sharing the same role).
Making him different from Lucian was a good move, his kit is fine, but his passive isn't. I don't think making him a powerfarming jungler truly represents what players think about when they see Graves in game. When you read his lore, hear his quotes and see him on his different splashes and in game models, you think more about blowing people up and kiting more than killing monsters for half of the duration of the game. He was a balanced ADC for a good while and he could still be played offrole, now he's just forced to play in the jungle to be relevant and he's so bad at it he isn't even worth the pick anymore. And if I have to sum up Graves' evolution since his class rework, he went from a balanced and one of the most popular ADCs to a powerfarming jungler.
Not only that, but he's either so strong he breaks the jungle itself, or he's too trash he isn't even worth the pick. His current iteration isn't healthy for the game and he's also one of the reasons on hit ADCs are shining so well in the current meta because he used to be a counter to them.
Not only he would be in a better spot if he could be played as an ADC again, but that would also bring change into the meta if he gets shifted correctly into the role he's supposed to be in since the beginning.
I hope Riot will consider reworking or simply reverting his passive. I am not saying that the armor/mr increase per second in combat was okay, I'm talking about his range and reload mechanic aspect. He's so far the only champion being forced into a role because he's unplayable anywhere else.
