Singed Vs ALL Top laners

So ever since was nerfed because of mid laners and not because of singed, singed just isnt the same anymore. Everything that can possibly be good for singed gets changed cause other champs can abuse it better.

With that said I've been trying out on singed because its the only safe summoner spell that can help when getting ganked. Sure can also do the same but charging up for speed gives more time for the enemies to deal damage and catch up. The downside of this switch is the cooldowns.

A problem I have with the current top champs dealing a lot of damage and can easily escape is really unfair oh and also bunch of healing and cc that singed cant keep up with. Singed with his ultimate, movement speed runes, ghost/flash will still get caught from a fiora, riven etc., All im asking is for singed to get some base stats up especially in the early game. I find it unfair when versing a Fiora that can just Q me with VERY low mana cost and the low CD without doing anything back. Oh flip her oh wait she can block that and there goes 100 mana 1/3 of singed mana pre 6.

Im probably not the first to mention this, but on http://champion.gg/champion/Singed you can CLEARLY see that Singed play rate low = winrate pretty decent play rate increased a lot = winrate goes down you can see the graph for yourself

So all im asking is to make singed a little better, not better to where its a must ban. More of a increase defensive stat boost that can really help singed in the early game and make reduce the mana cost early levels. Singed has a shield what does it do. nothing...
