Make Aatrox Great(?) Again

I was an Aatrox main,not among many others I could say,and at a time I realised he's not that viable to high elo.Then they finally announce that he will be updated to fit more in the game,so they did.Everything they updated is really good,except his passive.There is not much room for him to fill it,it takes time,and it doesnt last for long.What is this thing?This sucks.
