I wanted to play in EUW with my friend but I dont know how bad Im going to lag.
I have around 31~39 ping in NA server so anyone knows what is my ping gonna be in EUW and how its gonna affect the gameplay in general like delay and stuff?

That sort of thing is very ISP and NA placement (Country wise) specific. I'd recommend creating the EUW account and seeing you're ping in just regular bot games.
I think it's about 170-220ish consistently. That's not a terrible lag when you think about it though, 2/10s of a second. That being said, don't transfer your account without testing first. (If that is in fact the plan.)
I have a friend in Spain that typically gets 150-200 ping to the NA server. Where are you in NA? East or west of Chicago (the NA server location)? If you're further east you should get roughly that level of ping. If you're to the west it'll be a bit higher.

You can feel the difference between ~40 and ~170 (my experience) , but I think that you are getting used to it after you "reconfigured" your timings.
