There has to be a class champion and item filter for champion select for each role.
For example: You can only take marksmen for ADC role and an actual jungler champion for Jungle. This may prevent people from breaking the meta.

But muh AD Soraka Jungle secret OP.
this would mean that 
couldnt be played jungle since they were not made to be a jungler even though they (debatable) do well in the jungle
couldnt be played adc (yes they can be played adc and not troll,,, well soraka is debatable)
couldnt be played top because they arent meta top laners
and thats just the tip of the iceburg
hmm you should be able to play what you want where you want. that being said not all picks are great for all roles/match ups or team comp.
i have played sona top and mid and won with it, ideally sona top isnt a great pick. she is best suited for support.
however a jungle twisted fate can be a good pick in the right situation. he has a global ult can gank/counter gank nicely with that, he has his yellow card to stun. but he is squishy and bad 1 vs 1 early and need items to be effective. however the extra gold income on his passive is nice as a jungler considering typically junglers are a lil low on gold income.
there are pros and cons to everything you pick/do . but you want only marksmen to be able to adc meaning no kindred jungle who was designed to be a jungler, no graves jungle. no varus mid or urgot mid when it was a thing to counter zed or quinn top. by that classification then teemo is a marksman and has to be bot lane as adc. see what you just caused ?
