What is up with the excessive penalties for forgetting to ban or choose a champ in queue select? In-game, I understand due to your hold on surrender option, but to waste 5 min, I have to spend 20 minutes for myself to experience the same fate?

If you already don't give enough of a damn to pay enough attention to champ select then chances are you are not going to pay much attention to the game itself when it starts. The very simple solution to your problem is to BAN SOMETHING AND PICK SOMETHING! you do that and you won't have to take the penalty very simple thing to do
