I don't think urf will be back. They introduced something that is not urf to replace it, so chances are it will never resurface.

You don't pay attention to the patch notes do you? Poro king was already said to be here for the whole month of December pretty much. We won't get anything else till 2017 and no, URF will NEVER be seen that frequently.
