Does Ezreal need a buff?

He's been bottom 2 win rate adc hovering between 45-46.5% with a 20% play rate (maybe this is normal?). He's still used a bit in the pro scene but in solo q he has had to build tear against lethality users, then botrk users, and now crit items which he doesn't build have been buffed.

Are Ezreal players required to find a different build path? Is he actually in an OK spot but his win rate + play rate means he might be decent with a lot of games played and that I just need more experience with him?

Ezreal actually needs a form of rework, mainly because W is hogging a spell slot. Might also need streamlining on going either ADC or a Mage

Unfortunately he's one of the more balanced/fair champions in need of reworking, so he's almost certainly low priority

I personally think he needs some help. They have to be careful though because his play rate is based on his fun factor, not necessarily how good he is.
