Will League of legends gameplay ever go practical 3-D (not visual 3-D)

With the addition of Rek'Sai, are seeing the beginnings of champions playing in a practical 3-D environment? Having champions go under and over terrain (trees and rocks), traps and mushrooms, walls (even Azir's wall) would drastically change the game. If my champion can fly let him/her do so as the crow flys. The greater the altitude = The greater the slow. The opportunity and available champions are already there. What's the point of having wings if they are clipped and only aid to a champions esthetic. Anivia Aatrox Corki Galio Kayle Morgana Nocturne Quinn Shyvana

Are you suggesting any winged champ should be able to ignore terrain?

Yes, but not without consequences. (First off I just wanted to ask this just to get some fun, creative, and interesting discussion going)

Let's say flying over terrain caused you to: 1- be slowed while you were increasing you altitude to fly over trees and rocks. 2- because you are so high in the air now maybe the opposition could see you on the map (losing the element of surprise)

This is essentially what I had hoped Elise's passive would be when she was announced. Bypasses terrain at the cost of 50-75% MS
