Alistar's healing vs Soraka's

Can't seem to understand how a passive heal for no mana that keeps bot lane at 100% almost all laning phase while also being a tank is not OP/Broken, but before Soraka's nerf she kept her ADC at full hp but brought her hp down to at least HALF and it cost a butt load of mana and she gets 3 shot by any some what decent ADC, but that was "Over powered". I just don't understand how that logic works so if someone would like to explain it or discuss why this is how things are ... I'm open to it. I just can't seem to get why Alistar's new kit is any healthier game-play than Soraka's old kit.

It requires 7 stacks for his passive to proc. Stacks are gained when an enemy minions dies and when he applies CC to champions. After it procs he is locked from getting stacks for three seconds. And the healing at low levels isn't that op. It's 13+(7 per level) and twice as much to the ally. Just harass them and you can easily keep that healing down.

I will admit that it is strong, but no op like you claim.

I played a game as braum with a lucian adc and we landed our ults on both of the champions ... without even using heal ezreal and alistar were both up to full hp in less then a minute and it cost no mana this was at lvl 6 with no one backing at all .... all ezreal had to do was let it proc and then he ulted the minion waved and instantly proc'ed it .... alistar NEVER stunned myself or my ADC .... so in my opinion putting a passive heal on a tank but making soraka's heal at lvl 6 still close to 6/7 seconds while she also has a massive mana cost and takes a nice piece of her own health just to heal one person .... it is OP... alistar gets tankier and when he takes the new mastery he double heals.

Not sure if you took the new mastery into account or if you thought about the fact that he gets even tankier when he ults on top of healing every 3 seconds.

Because he requires no planning any more lol! But the second soraka heals someone all hell breaks lose
