Tahm Kench Season 9

Can anyone explain why the hell does something overbuffed like Tahm even exist and gets ignored in every patch from his buff? He is the most toxic thing you can play top these days and he is ignored by balance team? Am I the one playing top and feeling the same and why in the god's wrath would something be this tanky and also doing this much dmg still ignored. I feel like riot's Balance team should try to play a few games on top and see it for themselves cause I am more and more toxic every time I have him against me I am starting to lose all fun I had in this game and just cause champs like tahm exist and never are balanced.
