Pushing j4 towards pure tank?

So on pbe as of today, j4 is getting nerfed on his q for about 20 dmg at max lvl. For most j4 players who play bruiser/assassin, the q max will be slightly less efficient. More so for top lane as its the primary poking tool of the Prince.

But as a tank j4 player, I've seldom maxed q first and opted for 3 levels in e into w max which stays equally relevant next patch and maybe even stronger in the top lane with massive sunfire damage buff. Seems like riot wants to nudge people slowly away from ad j4

Maybe, or that since he has had such a popularity as of late where he can be effectively played top and Jungle they wanted to ton him down a bit. Sometimes riot does this when normally unpopular champions gain popularity and reveal some unbalances. No idea really, but maybe. Was he intended for a more tanky playstyle in the first place or no (I don't play him a lot)?

or maybe they just think he's too strong and needs a nerf? 240 base dmg is still good and has a 120% bonus AD scaling. If they wanted to hit AD jarvan, they'd attack the bonus scaling first...
