Yasuo rework?/change?

I have been playing with a lot of people who think yasuo is a stupid champion and needs to be removed from League of Legends. But, after telling them what I think they need to do, they agree. Now let's be honest here. A decent chunk of the community has dealt with a fed or "BS Damage" Yasuo. But, in my opinion, the only think the need to do to make him not as powerful (and I know some people will say he is weak) is to make his flow a resource bar. Now this would require a new passive. Maybe making his Q his passive and have it every 3 to 5 attacks or possibly making it so he ignores unit collisions when outside of combat with an enemy champion. This is just something that I have been thinking about for a while and I know it will be downvoted be a lot of people but I don't care. I just think that it would help reduce the amount of people that rage and quit when the enemy has a Yasuo.
