Lucian Ultimate

I may be wrong, but I just played a game of Lucian, and his ult seemed very bugged. When I first used my ultimate, I was trying to clear a minion wave in order to recall. However, I was unable to kill the first minion in the wave before my ult expired. Was the 40% bonus minion damage removed from his ult?
