Why is competitive play impacting the normal state of League?

Isn't the LCS played on a special version of the game, why didn't they just roll out the changes there? Why buff Lucian and nerf Sejuani? Just doesn't make sense that they would affect 99.99% of their player base with changes that only benefit the 0.1% of LCS-caliber players.

In a few patches Worlds will be on a separate patch than the rest of the world. Just like it is every year.
