Rammus's kit is very binary. What it all comes down to is either he does more damage to you or you do more damage to him. It's so easy to counter him as well. Simple mobility is usually enough, but even if he gets to you he can only force you to attack him for a few seconds. After that you can ignore or easily kite him and almost all of his damage.
