Lets talk about Lissandra "buffs"

Riot admitted they had 0 idea how to rework her passive just a couple of days ago,and now they strap her with an "buff" that gives you 15% of missing mana on self cast....This is like shooting someone in the knees and saying "here's a discount for crutches,cya"

1. The mana restore is on self ult only
2. Not one Lissandra player with a brain will ult on 5% mana left(unless extreme circumstances a.k.a being dived on while oom but you have your passive ready) 3)The actual mana amount is worth 1 Q cast,definetly nothing that will change a teamfight around (since again,No Lissandra should ever initiate while oom)
3. This means that they be all like "well we fixed you,let us forget about you and let you fester with an abysmall play rate in an assasin meta,a meta where lissandra should shine the most,based on her kit alone) @Meddler context please?
