Proposal: Ranked pre-champ-select chat lobby

I can predict with pretty good accuracy whether a match will be a win or a loss based on 30 seconds of champ-select chat. I won't go on and on because I'm sure you know exactly what I'm talking about. So I propose a solution:

When queuing into solo/duo ranked games you are first put in a lobby with your team and have unlimited time to chat and come up with positions, ban preferences, and limited strategy. Then when everyone is ready and in agreement, you click Join and are paired against an opposing team and champ select begins. Additionally, the penalty for dodging from the lobby should be minor: time delay for repeat dodgers--no impact on actual rank.

Either this or please hurry up and bring us Ranked Team-builder.

The current system for matching into teams for ranked solo/duo does not work.
