Is Nocturne getting a buff soon?

Hi riot and summoners, as a Nocturne main i find it really frustrating playing early game until lvl. 6 and late game. I think reason Nocturne is struggling with his win rate is bad early game and bad late game. I think making one of those becoming better would help with Nocs win rate and make him more fun overall. I really love his nightmare them and i hope that he will get buffed early game or late game, otherwise he is useless champ. What do you think about Noc getting a buff early game or late game?
