Is Lulu still a viable solo laner?
I'm considering purchasing her and I would like to know is she can still solo lane like in S4 or if she is relegated back to her usual support role.

She's a pretty terrible support.
She's an average to above average solo laner. Probably better top than mid right now.
She's great top if you AD.
Yes. She took nerfs like almost every other "flex pick" but she still works.
It really depends. Pick her for the utility she brings to her team. She does great at top, support, and mid. That's if you know how to utilize her kit. I play her mainly ad top and support, and she does great in both roles. If she's up against someone like nasus in top lane, she'll most likely win or lose based on skill matchups but in team fights, you'll be the one dominating. You'll shut down anyone harder than a nasus can since your abilities top his in supporting your team mates. Your w is great on aa based champs as they can't attack you or any of your team mates if they get turned into rabbits, and if your team kills them fast enough, it guarantees a win. Not to mention you can always hop down mid and w a kat, a vel, and anyone with ults like theirs. I build her as weird as you can go on weird builds but it depends on your playstyle. I win almost every game that I play ad top with her, support isn't just my thing with sweet Lulu.
She counters some mid laners pretty hard.
I have lulu and I must say that she is only good at support other than that any other mage will rekt you in solo lane.
