Ranked Loss Prevention if Trolls Are On Team?

I was playing a ranked game (I was in my promos) and I had a Udyr jungle who didn't buy any jungle items. We pointed it out to him multiple times; he just ignored us and continued playing. He fed pretty hard and we ended up losing (no surprise there). In post game chat, it said the loss was prevented. I checked the league servers because I know loss prevention will activate if there are server issues. There were none. We figured it was because our jungler didn't have jungle items therefore the client didn't know what to do with him. Does league, now, prevent ranked losses if you have "trolls" on the team (by that I mean a jungler not buying jungle items) or things of the sorts?
