riot pls: eloboost detection

today i reported my second elobooster by submitting a request. you can see the boost here http://imgur.com/a/c4N2m riot, please monitor player accounts and if they have such a stomping increase in elo then mark them for further investigation. such automatic monitoring can be easily realized.

also: we need the report reason eloboosting. i usually use the reason cheating but then you need to update the description of cheating to also include eloboosting.
