They have different teams focusing on different aspects of the team. Such as, the balance team being in charge of balancing. It isn't all just one big group working on all things. It's split up into tiny fractions.

F Ù Ń2 votesWe shall see how her kit works tomorrow, there’s a chance for it to be totally countered. For example, when a champ is released and is killing everyone, people say to NERRRFFFF IT. And flame Riot for bad champ design, yet in reality, the champ can be countered by smart play. The new Akali looks op, but at least it’s not op as Akali carrying the entire game with a bunch of Hextech GunBladed. Similar to Akali’s old smoke, Akali will probably still be hit with skill shots. So she isn’t completely untargetable. I think you can’t really play too aggressive with her or else you’ll get pummeled, but instead bait her smoke, and get her to walk straight into a tower or ally to abuse and kill her
