Duoing during placements?

My best friend and I have been playing the game for about two years, we always duo'd, he was usually a couple tiers above me because he had more time on his hands than I did but never too much. We both play around the same relative skill, but he is plat v and I am silver one, I had gotten to gold earlier then got demoted. So then league put in the no duoing with some one more than one tier above you rule and we havent been able to duo for months and no matter how hard I tried I couldn't get over the hump so I gave up by the time of the end of the season came. So we were planning on celebrating our reunion by binging out our placements together next weekend in hopes that we will get placed within a teir of each other. But the more I think about it the more it occurs to me that this stupid fucking rule will end up being enforced through our placements as well.

So My question is will it? Will I still not be able to que up with him if I am silver one? And he is plat? Even if we have no rank officially?
