Actually, introducing a new mechanic like Lethality into the game has a lot in common with building a house on a plot of land that is a green field.

While you build the house, you need heavy machinery that wastes your green field, moving around earth and stuff. Once the house is all roughly finished and heavy construction is no longer required, you can clean up what is remaining of the free area to make nice green garden out of it again.

Basically, this is what Riot is doing here - Lethality being a new mechanic that needs to be put in a good spot first, then the existing roster of champions needs to be tuned to bring people who use the new mechanic too well back into line.

Also, don't even pretend that these three champion were not having issues before the introduction of Lethality.

Varus' poke build was already strong in the latter stages of season 6, as evidenced by his popularity as a mid pick in Korea. The nerfs also are tuned to specifically target the long-range caster playstyle that is not necessarily healthy for the game, and Crit Varus should not be majorly affected.

Jayce was also already strong in season 6, around the time World's rolled around.

MissFortune is a terror of solo queue bot lanes for more than a year, as well.

And even if Riot eventually decides to remove Edge of Night: Lethality as it stands is currently balanced around having access to 3 items. I bet diamonds to donuts that a new 15 Lethality item would be introduced at the same time.
