Thunderlord's isn't getting nerfed anytime soon, they're trying to use it as an example of what to achieve for the other Masteries so it doesn't make it a game of "what Mastery can I exploit the most?" and makes it more "what strategy/Champ can I use to make this Mastery most effective?".

Thunderlord's Decree Time to stack hits to proc it reduced to 3 seconds from 5 seconds. [source]
In addition to
Thunderlord's Decree (Cunning, tier 6) Cooldown now 25-15 seconds based on level from 20 seconds.
