Reports in champion select

This has been brought up multiple times on the boards but ive finally had the nerve to bring it up again. Twice in a row ive had people troll pick in ranked and say troll,roam and or not laning, nobody else would dodge so i did.

All i ask for is the ability to report someone in champ select and not have to suffer and be punished for dodging.
