Can we have more options for ap manaless armour items?

So today when I started reading what RiotChun said about shifting mordekaisers power to a more tankesc playing style; I started to think of the reliability and gold efficiency of manaless tank items to only to find out that they're no real options for ap and armour outside oh zhonyas on the rift. Why is that? There are items on other maps that if tweaked correctly would be perfect on sr. For example moonflair spellblade and woogles(though I understand woogles situation cause it would be a balancing nightmare on sr; 2 items with zhonyas passive how 'bout no.)
