Rift scuttler spawn time?

Did the scuttler's spawn time get changed ? It's spawns 5 seconds before dragon now and I didn't think it was like that before I looked back a few patch notes and couldn't find anything. Did they just sneak that in there? It used to spawn with the dragon or has it always been like that and I'm just crazy
