Normals MatchMaking

Just curious, why am I getting matched up against people way over my elo in Normals Draft Mode? I've played Ranked a bit and I've landed in Silver 4 elo. I wanted to practice Vayne for Ranked games in Normals, but it seems every game I play it's against a 4-5 man team with some of them being Diamond players and high Plat. I don't understand why I'm getting matched with these people. Isn't there some sort of matchmaking system in Draft Mode to match with people close to your skill level? Honestly Normals is more sweaty than Ranked for me and that's sad.

This is a new account and I believe level 37 Silver 4 in Ranked. My main is Gold 1 but I can't ever recall playing people in Diamond on my other account in Normals

riot doesn't care about normals, it barely cares about ranked outside of challenger. normals matchmaking is essentially random. they do it to lower queue times, but as a result, plays are matched with incredibly uneven and ineffective teams. sometimes one new or inexperienced player with 4 pros, sometimes one pro with 4 beginners, doesnt matter. riot does this intentionally to match as many people as fast as possible, without actually considering the implications in the actual game.
