Does Riot Games ever give away free IP/XP boosts to players? Maybe there's some way I can get an IP boost, other than the one everyone gets for confirming their email from the start of their accounts?
This would be great, I'm trying to save up for Talon, so any form of extra IP would do a lot.

Very rarely for special events.
Talon is 4800 IP, if you get your first win of the day every day, you should have that in about 3 weeks. Faster if you play more than one game per day. That really isn't a very long period of time.
Honestly, if you're looking for fast IP, doing bot games really isn't that bad. The IP rate isn't much lower than PvP, plus you don't have to worry about the potential of losing and having half your IP go down the drain anyways.
Yesterday, I only played 6 bot games and got 458 IP total from that. Granted, the first match I played was my First Win of the Day, but even if you minus that 150IP, that is still 300IP over the course of only 6 bot games. It's not bad IP if you ask me, especially since bots can be some form of entertainment at times.
