Gnar bug or Hidden CDR?

I've noticed the cool down on Gnars R will drop by 10 seconds or so when he transforms back to little Gnar. Possibly also when he gets a kill in beast mode. And I thought I saw it once when he picked up a boulder but it might have just been close to him transforming
