It is, it just isn't popular. Perfectly Viable pick if you know how to play it.
It is its just that nowone plays it
You can. So far I've brought her up to Mastery 4 as Support and really like it. You can focus on a build for harassing with Q or one for shielding with E. I prefer focusing on shielding, because it's a really low CD and doesn't fall off as hard with a support budget.
