Doran's Blade

so was it intended To be a "starting item" or just obscene on high ad champs like jhin, yasuo, etc... how can these champs get this item for 450 gold and get insane lifesteal come mid game spike. these champs dont even sell this item until they get either the 950 gold vamp scepter or their 6th item should be life on hit over %. just dont see how any dev can justify 450 gold "starting item" as a mid to late game crutch for sustain.
