Having a farming bounty is actually pretty nice

It incorporates the fact that if you're really far ahead then you've definitely had free farm and that's an advantage that's never been accounted for in the bounties.

It's nice because it punishes safe farming champions. I've had a lot of disgusting mid lane matchups before where I'd get counter picked by something that could safely farm for a distance while hitting me with long ranged harass. If I made a play and killed them then it wasn't really rewarding because they still had all that farm over me and my best bet was to scramble for all the free cs I could get and potentially the tower.

It also puts a stop to champions that suicide farm.
