GET THE SMURFS OUT OF LOW ELO. Ruining the game

There are many smurfs in low elo and they are toxic. This is ruining the experience for us. I am done playing unless something is done about this. Here is a solution when someone is has a 20+ kda consistently move them up way faster. Wow that wasn't so hard now was it.
