AoE Quickcasting Improvements

Short version: There should be an option to cast AoE skills at max range rather than walking until the skill is within cursor range.

Now for a little explanation. It's offsetting when a skill won't come out, especially during combos. When playing Syndra, you can quickly Q > E, so the Q is sent flying off and it'll apply damage at a farther range, Except that so I don't miss, I put the cursor on the enemy, but when I do that, the Q doesn't come out because the cursor is outside max range; instead of casting the Q, the character will walk to a position where the Q can reach the cursor position. Even normal Q casting, it's difficult to cast at max range because if you're slightly outside the range, there's a chance it'll be canceled because it didn't cast in time. A while back, Anivia had a thing where her Q was affected by this. I dropped Anivia for a while because playing her became difficult and clunky. The thing is, it was fixed, because Riot realized that this was an issue to Anivia players. Even still, during E > R combos, the R is difficult to fit into the combo because Anivia's R is so huge, it's hard to get a feel for where the center is, and often times it's casted too late. Even Jarvan's flag was affected by this at one point, and it's a lot easier to land the flag combo now that it casts at max range rather than at cursor position. I understand why the max range vs cursor position change was made on some skills and not others, so there should be an option to be able to cast all skills at max range when the cursor is outside casting range, to apply these changes to all skills instead of just some, and provide some consistency to players that would benefit from it.

Sounds good to me. As it is now some skills work that way and others don't. Having it streamlined sounds good.
