Jax cant even kill a tank

Jax actually can kill tanks due to his high sustained and mixed damage. His R passive and W combined with Trinity Force and Blade of the Ruined King will let him eventually rip through most targets given time.

If you are really having issues killing tanks, consider investing in Black Cleaver. It will lower their armor (increasing your healing from lifesteal and the damage they take from Sheen and BoRK passive), provides some health, and gives 20% CDR for more ability uptime.

The main reason that there isn't a Hybrid Percent Penetration item is because very few hybrids actually deal an equal split of physical and magical damage; they typically specialize in one type over the other. As a result, unless the Hybrid Penetration item was very strong, specializing in one type of penetration would be the more efficient option in most cases.

Jax typically builds Trinity Force and Blade of the Ruined King and focuses on autoattacking, so he deals primarily physical damage. If you really need to kill tanks, consider building Black Cleaver or Last Whisper.

What about void staff

I probably editted my post slightly before you posted but before you reloaded the page. Check that if you haven't already.

Jax deals mostly physical damage due to autoattacks, Q, Sheen, and Blade of the Ruined King. As such, armor penetration would provide a greater damage increase for Jax, unless you build many AP items.

His w and r does Magic damage

For every ultimate proc, he must have autoattacked three times.

When he uses W, his autoattacks to apply it. It's also an autoattack reset, so he's typically autoattacked once before applying it.

In a sustained fight he will deal significantly more physical damage than magical damage. In addition, tanks typically build more armor than MR unless they are against 2-3 heavy magic damage champions.

Why black cleaver

While you do have to stack the armor reduction, Jax will have to hit a tank multiple times to kill them anyways. It also helps your allies kill the target, which can be valuable.

In addition, Jax really likes health and CDR, which Black Cleaver provides in spades.

  1. Hybrid Pen is redundant.

Physical Damage has 100% Magic Penetration Magic Damage has 100% Physical Penetration

The entire point of Hybrid damage is that building either Armor or MR is half as effective, and there aren't enough items with both stats to really negate hybrid damage scaling.

  1. You are allowed to buy anti-tank items that are available to either AD or AP champions, whichever one will give you a stronger advantage, without any negative repercussions. Usually this means taking BotRK, because most hybrid damage champions (Jax, Evelynn, Shyvana) are focused on basic attacks, but other options are viable.

And promptly be reminded that BotRK and Trinity Force (a) exist and (b) are core to Jax.

hybrid pen items would really open up a lot of build routes

Because with Black Cleaver and Trinity Force you'll do... overlapping item effects.

Really difficult itemization for yourself is what you pay for making it difficult for others to itemize against you.
