Prices are dependent on their release date (older ones get reduces as new ones come out). And no, she isn't underwhelming :3

well to me her w isn't really cost efficient her q is a worse version of cho's her ult is a worse version of mao's and all 3 of her e's get eaten by 1 runan's shot

You have to make her W bounce to make it efficient, and her Q is actually one of the better support CC's you just have to get good at landing it. I wouldn't say E is bad just because of how one item interacts with it (and it's not always a bad thing).

and what's with rylia's and e because i tried it out in the practice tool and it didn't proc the ice i'm just half tempted to get coin though because of how mana hungry she is

She doesn't need Rylai's, that's a greedy buy as a last item at best. You can get Ancient Coin if you want to, Nami has the benefit of being able to play more passively when needed, but she does work best very aggressive (which Spellthief's benefits from). Using W wisely will help your mana issue.

Pretty much every champ is underwhelming in the hands of someone inexperienced and "woah, they make hard carrying with that champ look easy; I could totally do that!" in the hands of an expert.

Nami's pretty well rounded offering sustain, somewhat reliable poke, and cc.

She's easily one of the most well rounded supports in the roster providing a lot of what a team needs in one champion.
