No, the item interaction will not apply the poison twice, however it will apply the on hit damage that comes with it twice. For the poison, it will just refresh it instantly to no effect on it.
It does trigger the on-hit damage twice, but does not trigger the DoT twice (Well...I think it technically does, but it's a DoT that's immediately refreshed. It's like refilling a cup of water, then immediately refilling it even though it's already full).
