Club Names

Hi riot, I was wondering if you guys had any plans in the future to make club names something like how summoner names are now. Every so often a summoner name becomes re-avaliable to choose because the innactivity of a player. However, if a club has bee taken and a name chosen, and the player gets banned, then club may eventually die out, and no one can join, if there are no other officers. I wondered if there are any clubs like this, and would be avaliable in the future. I also wondered why EU clubs are allowed to use a variety of special characters, but when it comes to NA clubs, there are very few to choose from, I looked on the internet for an answer to my second part, but I couldn't find anything
