Can you drop from Silver 5 into Bronze 1 if you don't play? I heard from a friend they changed that recently but I am not sure.

You used to be able to, yes. But this latest patch gave "Immunity to Decay" to Silver and Gold.

ok so once I make it out of bronze 1 I will be immune from decaying back to bronze? thank you for the quick answer.

Yes, Silver and Gold are now safe from Decay just like Bronze. you only have to worry once you hit Platinum.
